Was Germany a 3rd world country before WW2?

I have read somewhere that Germany was a 3rd world country before the war, I know it was for a few years after the war a 3 rd world country but was it before so bad?? I have read another story of a woman and she described that before the war many many people were begging for food on the streets. What was it like to live there during that time?
