Why aren't my arms getting toned?

For the past year I've been lifting 10 pound dumbbells (I know) about 30 minutes to one hour per session about 4 times a week (I alternate). Although my muscles look noticeably bigger when I flex them, my arms, especially my soldiers still look skinny and lanky and there's absolutely no tone to my shoulders. What should I do to tone them?
